[MCPE-17064] won't read files in resource packs

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

When I try to load custom resource packs they have no name/description and if I enter a world with one loaded it uses the vanilla textures
How to recreate:
Find or create a 0.16 resource pack
Put it in the resource_packs folder
Open mcpe
Got to settings
Select global resource packs
Notice your custom pack has no name or description despite the fact that there is both in the pack manifest. Json file
Select the pack anyway
Load a world
Notice that the vanilla textures are used instead of the ones from your resource pack

I am reporting this as one bug because that's what it appears to be as both problems are a lack of ability to read files in the resource packs
