Addons are able to be officially imported, and have been able to add negative effects in entity files for a while now. Items/blocks can too with holiday creator features on. This issue still effects those, at least with my testing.&lt;/p&gt;</comment>

You can reproduce by creating a resource pack that changes a food item to give you a potion effect with a negative amplifier when eaten. The effect from the food will work as intended until relogging, at which point the effect amplifier is changed to a positive value.&lt;/p&gt;</comment>
