&lt;p&gt;If I understand correctly, you have two windows 10 devices running the same account (i.e. one copy of MCPE Win10 Edition with the holiday skin pack purchased) but one win10 device does not have access to the holiday skin pack.  &lt;/p&gt;

&lt;p&gt;Where payment/access issues are involved, go to the support teams, not the bug tracker.
