[MCPE-13978] Spawn eggs used by client not consumed when in survival multiplayer

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

When using spawn eggs obtained from Creative mode in Survival mode, the host device will spawn the mob and then consume the egg when used. Any connected device in multiplayer using spawn eggs will still spawn the mob, but the egg will not be consumed (allowing for unlimited spawnings with only 1 egg). This issue can be consistently replicated using iPad 2, iPad Air, iPad mini 2, Galaxy Tab 4 and Acer Iconia B1-770 tablets (using each device as the host or connected devices) with the same result.

Samsung Galaxy S6 (SM-G920W8), Android 5.1.1

Asus B121 Tablet touch & pen enabled, Win10 Pro (64-bit) v1511 b10586.318

Apple iPad3 (MC705C/A) iOS 9.3.1 (13E238)

All 3 combinations of host/server were tested. In each, I created a new creative world. Dropped a chest and some spawn eggs into it. Then I quit, switched the world to survival, restarted, joined the survival world from the other two devices, picked up an egg on each devices (host and both clients).

In all cases, the clients using their spawn eggs did not deplete the total spawn eggs held by the clients (this is the bug). In contrast, the host could only use each spawn egg once (as expected).
</comment>
