[MCPE-12150] Meta for fish, cooked fish and enchanted golden apple not working on multiplayer

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

When you play in multiplayer (via software like PocketMine/MiNet or local) the meta for fish, cooked fish and enchanted golden apple aren't displayed.

For example:
/give <player> fish:2 should give clownfish, but you see fish:0
When you go into the inventory files, the meta of the fish also is 2.

Also effects 0.13.1
