[MCPE-11983] When port "19132" is in use, hitting the play button crashes the game.

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

Whenever I have a pocket mine server running on the same computer on port 19132, the game will crash when pressing the play button. I have tried this numerous times (even on my laptop) and so far it happens every time. It's only after switching the port pocket mine is running on, that the game does not crash. As far as I know this has been happening on all previous versions, but I can only confirm it on 0.13.0.

I ran a pocketmine-MP server on this device then started MCPE. It took longer than usual at the splash screen but loaded to the main menu. When I clicked on Play. MCPE crashed. All the other buttons worked fine. Even going into options and turning off all 3 multiplayer settings, it still crashed when I clicked on Play.

As soon as I stop the pocketmine server, clicking play works as expected.
</comment>
