The zombie pigmen appear to spawn in the portals, but the instantly teleport to the nether after they spawn. They need a cool down when they spawn that prevents them from teleporting right after they spawn.
</comment>

But I can't say that this is intended according to mcpe-14032, because if this WAS intended, it would have been better if the developers never coded that pigmen should spawn near the portal as they would end up going to the nether and the nether is never at a loss for pigmen.
</comment>

I created 5 portals 18x16 blocks to lure pigmen to the overworld. None appeared in the overworld, but my nether world portal (regular 5x7 portal) is now swamped by pigmen!
</comment>
