[MCPE-10724] Snow Covers Melt Without Reason

                <project id="10200" key="MCPE">Minecraft (Bedrock codebase)</project>

I placed snow covers in a biome that does not naturally have snow (Not a desert) and the snow covers that were sufficiently away from any light source melted anyways.

What I Expected To Happen Was:
The snow covers that were sufficiently away form all light sources would remain.

What Actually Happened Was:
They Melted Anyways.

Steps To Reproduce:
1. Place snow covers in a biome without natural snow and away from snow melting light sources
2. Wait
3. Witness the unjustified melting of the snow

It appears to happen on all worlds regardless of when they were created and whether they are infinite or not. I'm no expert by I suspect that raining where there's snow on the ground in old worlds is probably because it's not registered as a proper "cold biome". I suspect that the snow melting is intentional to control the snow levels due to the fact that in pocket edition snow accumulates during snowfall but I created this report essentially for conformation on that. It would be unfortunate but it would also make sense.
</comment>

Does it happen only if the world is created pre 0.9.0 (Before infinite world released)? Also, my world is created since 0.6.0, snowy biome appears to be raining instead of snowing... (Also, weather error, I guess...) All region is raining. Unfortunately, this bug still exists in v0.14.0. Will this bug disappear even I change my world to infinite...? (But, still I don't want to. Guess I should backup my world and test again.)
</comment>
