[MC-9975] Clock created from RS NOR Latch

                <project id="10400" key="MC">Minecraft: Java Edition</project>

RS NOR Latch sometimes makes a clock when it is reset.

What I expected to happen was the state of the two torches would switch so that there was one on and one off.

What actually happened was sometimes when I removed and quickly replaced the "on" torch to reset the signal, the signal would travel around in a clock before soon burning out.

Steps to reproduce
1. Create a circuit in the below formation
BRT
TRB
B=Solid Block R=Repeater pointing away from adjacent block T=Torch on side of adjacent block
2. Remove and replace the "on" torch repeatedly quickly and eventually the clock will start. This behaviour is not consistent and will not happen every time.

If you don't understand my description of the circuit, look at the picture below.

Please redesign your RS NOR latch to one of the following designs. (screenshot attached)
</comment>
