[MC-685] Skeletons dropping bows that have few uses left.

                <project id="10400" key="MC">Minecraft: Java Edition</project>

When skeletons drop bows, they are supposed to be fully usable, and not have any uses used on them.

However, while killing skeletons, I realized that I had gotten a bow that had very few uses left on it, and you could see that the bar depicting uses was nearly depleted.

Steps to Reproduce:
1. Open a world on either creative or survival
2. Kill many skeletons and hope to get a bow
3. Once you have gotten a bow, see the uses it has left.

Perhaps a better behaviour would be to only select a random durability if the damage value is undefined?
(Similarly, perhaps the villager profession from custom mob spawners could also be random if undefined) puppy eyes
</comment>

In Minecraft 1.4 all mobs rare tool drops have limited duribility. I personaly disagree with this change as it almost makes rare drops pointless.
</comment>
