[MC-6118] Monostable Circuits only work in a North/South Configuration

                <project id="10400" key="MC">Minecraft: Java Edition</project>

A monostable circuit only works in a north/south configuration (possibly due to new torch fixes?)

What I expected to happen was...
When building a monostable circuit facing in the east/west direction, I expected a single tick output.

What actually happened was...
The output remains off

Steps to Reproduce
1. Build a monostable circuit using two repeaters one 1 tick delay (all designs behave accordingly) facing east/west and a secondary circuit facing north/south.
2. Hook both outputs to a redstone lamp (door, piston, etc).
3. When the E/W circuit is activated, the lamp will remain off; however the n/s will cause a one tick pulse.

If you rebuild the following circuit: http://imgur.com/Qy2ajf3 , you can see that the torches output different pulse lengths. And from what I can tell, this is dependant on the chunk as well as the orientation.
</comment>
