After the update to 1.4.6 using an efficiency IV or V diamond pickaxe on grass or an efficiency IV diamond shovel on glass or glowstone does not affect the speed even though there is no report in the changelog that some bug related to this has been fixed or that the way enchanted tools work has changed in the update 1.4.6

In 1.4.5 and previous versions these tools would mine these blocks instantly on point.

Bottom line you are moderators not the development team so you could be wrong too (as already happened because Kumasasa in <del>MC-2796</del> and Mustek and Tails in <del>MC-5209</del> have conflicting opinions so only one side can be right).
</comment>

A link to a confirmed bug report of this bug (efficiency working on blocks that it shouldn't) would at least partially justify what you say. Instead I can only find <del>MC-2796</del> where a player reports that efficiency enchantment affects the efficiency of mining the wrong blocks and the mod closes it telling him that there is nothing wrong with this behavior.
</comment>
