[MC-4657] OSX scroll wheel behavior

                <project id="10400" key="MC">Minecraft: Java Edition</project>

Using the scroll wheel on osx as an inventory selector results in inventory selection whipping around wildly, given the nature of "magic mouse" & touchpad mice, it's just kind of bad all around.

Not sure if there's a "fix" possible, though disabling the mouse binding for inventory selection might be good enough.

As it is, scroll wheel inventory selection on osx is unusable.

The user can't predict how far to scroll using touch input, while a clicking mouse wheel makes this easier.
</comment>
