[MC-1657] Open fence closes after a block touching it updates (eg: gets destroyed)

                <project id="10400" key="MC">Minecraft: Java Edition</project>

Since now you are not supposed to be able to close or open trapdoors, fence gates or regular doors with a left click. Any time you try to break something (torch, dirt block etc) through any of those will close them. Will happen in both survival and creative.

What I expected to happen was...:
That the torch would break only.

What actually happened was...:
The fence gate closed itself when I broke a torch trough it. The torch also broke.

Steps to Reproduce:
1. Place a fence gate with a torch or any other breakable block in front of it.
2. Stand on the opposite side and open the fence gate.
3. Break the torch/other block.
