[MC-1329] Mobs jump from high blocks

                <project id="10400" key="MC">Minecraft: Java Edition</project>

Multiplayer me and my friend were in a ravine and mobs(creepers and skeletons) started jumping from high blocks to attack us. Earlier versions mobs would not jump from high blocks that they would take damage. Underground ravine with some blocks on the sides up high mobs spawn there but they woudlnt jump now they do

What I expected to happen was...:
The mobs would stay up on the high blocks.

What actually happened was...:
The mobs would jump down from the areas to attack

Steps to Reproduce:
1. Go to an underground ravine with blocks on the side where mobs spawn on
2. Wait down at the bottom of the ravine under the blocks with mobs
3. Wait for the mobs to fall
If it doesnt work on single player it will probably work on multiplayer

Mobs are no longer scared to take some fall damage to reach you. They will consider how much health they have, how many hearts the fall will take then jump if they will land with X hearts left. Not sure what X is or if it changes with difficulty. I want to say around 2 hearts.
</comment>
