[MC-10020] Redstone powering torches on the same block at different times.

                <project id="10400" key="MC">Minecraft: Java Edition</project>

I was making a one tick pulse generator using redstone torches. Sometimes it worked, sometimes it didn't. I could make the circuit work by adding a repeater, but the pulse length was wrong. I think this means some of the torches are not updating in the same tick and are being pushed off to the next one when the pulse is over. I made several different ones and believed the circuit was faulty/not faulty based on the x position of the circuit. Further troubleshooting revealed some of the circuits powered redstone torches on one side of the block, but not the other. Also, changing parts of the circuit that should not have affected the block changed whether it worked and which sides were powered. I was unable to determine the exact cause of this due to these seemingly unrelated changes. I was able to reproduce this on a different world, different computer, LAN and single player, and in survival mode (gamemode command, not seperate world. I don't know if that matters.).

Youtube video: http://youtu.be/vHGgcsXCXEw

What I expected to happen was...:
Block powered by redstone to power all torches attached to it at the same time.

What actually happened was...:
Block powered by redtone powered all, some, or none of the torches attached to it during a one tick pulse.

Steps to Reproduce:
1. Build a one tick pulse generator using redstone torches. (See video for examples of the ones I tried this on.)
2. Flip lever/Push button attached to input block.
3. Look at the torches on the output block.
4. If circuit works, move to a different location and repeat.
