[BDS-3838] "Unable to connect to world" from outside LAN

                <project id="11700" key="BDS">Bedrock Dedicated Server</project>

I could really use some help in making my Minecraft bedrock server accessible to the outside world. It works fine for users on my LAN but I cannot seem to make it accessible from the outside world.

Here is what I have:

The server is running on my Win 10 desktop. We can connect our Android devices to it while connected to the the home LAN, no problem.

Here are the startup details:

NO LOG FILE! - setting up server logging...
[2020-03-17 21:05:04 INFO] Starting Server
[2020-03-17 21:05:07 INFO] Server started.

In Windows Defender Firewall I have the following Inbound rules:

Protocol TCP
Local Port 19132, 19133

Protocol UDP
Local Port 19132, 19133

On my router I have forwarded ports to my desktop's static IP:

19132/19132 UDP 192.168.1.100
19132/19132

19132/19132 TCP 192.168.1.100
19132/19132

I usually run a VPN on my desktop. I have tested the connection with and without it activated.

When I use the Open Port Check Tool at: CanYouSeeMe.org
I get and error with "Reason:Connection timed out"

If I turn off Windows Defender Firewall I get the same thing.

Within the Minecraft App on an Android device, I have created a "server external" using my external IP and a "server internal" using my IP here on my home LAN. I can connect without problem with the internal one. The external one fails with "Unable to connect to world."

Next, with VPN off and Windows Defender off:

Open Port Check Tool at: CanYouSeeMe.org
yields

Error "Reason:Connection refused"

Still the same error from the Android device "Unable to connect to world."

I watched several videos and read so many walkthroughs to do this. I have tried all of the above using port 25565 as well, as some people said that worked for them when 19132 did not. Your help is greatly appreciated!
