[BDS-13581] RAM keeps increasing steadily over time and crash

                <project id="11700" key="BDS">Bedrock Dedicated Server</project>

In the previous version, 1-16-221.
I use the same server, the same Operating system (Windows server 2019) to create a small vanilla survival server. I noticed that the server can keep running for almost a week until i restart it to make a backup.
But in 1-17-0 updated recently, it cost too much RAM on my server and steadily increasing until it crashes (usually every 12hrs if i don't restart it).
So please fix this problem. I can accept that it need more RAM to run the server. But i can't accept that RAM keeps increasing steadily over time.

What I noticed is when someone leaves the world, the server does not unload the memory that that player was using, causing this huge buildup of RAM use.
</comment>
