&lt;p&gt;Steps to recreate.&lt;/p&gt;
&lt;ol&gt;
	&lt;li&gt;Create world and set world to default to visitors.&lt;/li&gt;
	&lt;li&gt;Save and exit world.&lt;/li&gt;
	&lt;li&gt;Copy world directory from win10 app local to linux host and configure server to run off of new world.&lt;/li&gt;
	&lt;li&gt;configure default user perm to be &apos;member&apos;&lt;/li&gt;
	&lt;li&gt;ensure permissions are correct for user starting minecraft.&lt;/li&gt;
	&lt;li&gt;empty permissions.json&lt;/li&gt;
	&lt;li&gt;start server&lt;/li&gt;
	&lt;li&gt;connect with client&lt;/li&gt;
	&lt;li&gt;user is now a visitor.&lt;/li&gt;

The world on which this error occurs was originally created in the very minecraft on Windows 10 and manually uploaded to the server. When creating the world in the game itself, I indicated that the rights for new users will be &quot;visitor&quot;. Therefore, on the server, this world does not obey the rule that is specified in server.properties&lt;br/&gt;
