Confirmed, not only happen with the nether portal facing ocean, it happen with underwater then look into the nether portal as well.

This bug still affects my Samsung Galaxy S4 Active, Android 5.0.1 MCPE 0.13.0. To test I place a portal so the bottom of the portal is in line with the water. When looking through the portal I can see blocks (and squid and anything else) under the water that I cannot see when I break the portal. I've added 2 more screenshots from 0.13.0.

Oops. Sorry Morn07, when you said "works in 0.13.0" I thought you meant the bug had been fixed. You really meant the bug still works.

Affects 0.12.3 release. This is a possible rendering issue. MCPE-9870 maybe related.

Confirmed also on Samsung Galaxy S4 android 5.0.1 MCPE 0.12.2. I tried different combinations of fancy graphics and animated water and still could not see the water surface through the portal. However, I noticed that the lighting on the underwater blocks decreases at the rate expected of blocks that are underwater, so this may work as intended. Please let us know if I've got the bug wrong on MCPE compared to MC win10.
