 Description   

I joined a host then I went to a nearby lake.
Then I found sugar cane on soil it was generated when the world was created. Check the pic below.

Works As Intended. Sugar canes can be planted on any grass, dirt, podzol, grassless dirt, sand, or red sand adjacent to water.
I recommend checking the Minecraft Wiki prior to reporting an issue on the bugtracker, as what seems to be a bug to you may actually be intended.

The sugar cane is also placable in grass near water
