I can confirm this bug for 0.14.0 build 1.
It is possible to set only languages: German, English, Spanish and French. It is not possible to scroll down menu to select another language.

I've mark this one as the duplicate (even though it is an earlier report) because MCPE-9150 has a better description of the bug. If you have any further comments on this bug, please put them on MCPE-9150.

Confirmed on Samsung Galaxy S4 Android 5.0.1 running MCPE 0.11.1 (version of 0.11.1 released June 11, 2015)

Steps to reproduce:

  1. Open the languages dialogue
  2. Without changing the language, scroll the list by swiping up or down on the text of the language list. Note that the selected language may scroll off the visible portion of the list. This is the normal, expected behavior.
  3. Change the language to any new selection
  4. Scroll the list again. Notice that your scrolling is now limited. You cannot scroll the list so the selected language would be off of the visible portion of the list. This is a bug, you should be able to scroll the whole list regardless of the selection.
  5. Press back then return to the languages menu and you can again scroll the entire list as normal until you change the selected language again.

If this affects 0.11.1 or later please comment so I can reopen this issue. I can not currently reproduce this.
