(All game modes all devices)

I don't think that this can be changed due to the fact of seeds and things, but some worlds spawn with sugar cane plants 4 blocks tall, although sugar cane can only be grown to three.

Same as PC MC... from the wiki:

Sugar cane may grow to a maximum height of three blocks, but is occasionally found in new world generation up to seven blocks tall.

It's rare, but it happens... also with cactus. It may be a really old bug from MC, but at this point I think it's pretty much expected behavior.
