Sheep do not grow more wool when in water. Sheep that spawn in water will have wool, but once they are sheared,it does not grow back.

Invalid, because if sheeps are in water, it needs to eat grass to have more wool.

They have to "eat" grass blocks to regrow their wool. No grass blocks in oceans.

As much as I'd like to see sheep spend less time in the water, I think this works as intended.

Sheep only grow wool after they eat grass. I agree that animals in water are a pain. Most of the time they make no effort to go back to land (even when you try to push them to land).
