Mine packed ice faster with efficiency pickaxe.

What Really Happened:
Mined packed ice with efficiency enchanted pickaxe didn't increase the mining time.

The problem isn't that packed/blue ice doesn't mine faster with an efficiency pickaxe, but that they don't mine faster when using any pickaxe. Breaking packed ice by hand, breaking it with an unenchanted diamond pickaxe, and breaking it with an efficiency 5 diamond pickaxe all take the same amount of time.

 Edit: I'm just going to add that this means that this bug has likely been present since packed ice began generating in ice spikes in 0.9, which is over 4 years old.

Actually ice, packed ice, and glass aren't for example like stone to where a pickaxe makes it mine faster, it's like mining dirt with a pickaxe it's not going to mine it faster and efficiency only effects blocks something is supposed to mine for example if you had a golden efficiency 5 pickaxe it wouldn't mine dirt any faster than your hand

Confirmed. This was an issue in the Java version, and has been fixed (MC-34772)
