I also experienced locked mash-up packs on PE on Apple IOS.

I am having the same issue with my account. I bought the Fallout and Greek Mash Up Packs last month and now after the update I can no longer use them after the update. I can't access my worlds that I used the templates for them in. It shows that I bought them in my Microsoft account. I am using the Minecraft Windows 10 Edition on my desktop computer.
