uniform highp float TIME isn't working in MCPE/W10 with the latest version (1.1)

Thank you for your report. This issue was, however, submitted earlier as MCPE-20971. Please perform a search next time to make sure your bug hasn't already been reported.

You really need to fix that. The minecraft pe shaders community will be dead without this
