 Description   

When joining a multiplayer server created by another player, no sound effects work.
We can hear music though.

We tried swapping, if I create the server and he joins as a client. In this case I have SFX and he does not.

By any chance is this server your using happen to be Plug PocketMine for MCPE? If so, then it's their issues, because MCPE when broadcasting to LAN or Xbox live, or even when you join another server, like Netherbox or some other services, their servers make sound. All the sounds.
