Steps to Reproduce

1. In Survival mode Spawn a Normal Guardian
2. He will start attacking you So stay close to him
3. You will see that he will attack you unless you are close to him

Thank you for your report!
However, this issue has been closed as Working as Intended.

This appears to be intended behaviour, and is described on the wiki as:

If the target comes near the guardian while it is firing its beam, it will stop firing and swim away until it is at a comfortable range, at which point it will continue attacking.

This behaviour is also the same in the Java edition.
