 Description   

If a charged creeper explosion kills the ender dragon it doesnt drop its head

This was in legit survival mode without cheats enabled

However, this issue has been closed as Working as Intended.

Skeleton, wither skeleton, zombie, and creeper heads are also dropped by the respective mob if it dies due to a charged creeper's explosion. Player heads and dragon heads cannot be obtained as drops.

You make 2 ender chests, place one in the over world, go to the end, destroy the end crystals, get the dragon down to one hit, place the second ender chest, but all your stuff in it, jump off the island, log on to your world with a different device via lan, put one of the devices in the end, and use the other to lure the charged creeper to the portal, get the charged creeper into the portal, have the second device attract the creeper then wait for the ender dragon to get on its perch, then let the charged creeper blow up

That isn't how you are supposed to get the Enderdragon head anyway, you have to find an End Pirate ship, it'll be on the mast of the ship. How did you get a Creeper to the End?
