OK, I reluctantly accept that the "open" button has gone and clicking [...]
while on a horse opens the horses inventory, not the players, is as designed.
per MCPE-18242.
I get that this aligns with console etc versions.

However, there should then be a hotbar area in the horses UI to enable the player to manage the hotbar contents as in pc/console version?
Currently on MCPE, the only way is to dismount any time you need to use an inventory item which is not currently in the hotbar.
This sucks the fun out exploring/mapping on horseback IMHO.

Thanks for responding Mega_Spud, it's appreciated.
I don't know how to invoke the PC Horse UI in PE but I'll search it and see if I can figure it out,
as that would work around this bug for me nicely (in beta versions at least).

I feel you're missing the impact I'm trying to illustrate, perhaps a specific example might help so
I'll try one more time to describe the inability to change hotbar entries while on horseback.
If you still feel its WAI despite being inconsistent with PC behaviour/features I'll accept and stop bugging you

1. On my horse with hotbar entries shown on screenshot1 (rather stupidly) heading off into the sunset with fences in slot 1 of hotbar..
2. Hostile Mob appears, I need my sword asap to deal it some pain.
3. Open the horse UI as in screenshot2 to get my sword in the hotbar instead of the fences in slot 1 to use it.
4. Cannot get the sword in my hotbar to be able to use it without dismounting the horse.

Sorry for going on about it Mega_Spud but the above is a simple example, When navigating large distances with multiple
4xZoom maps in your inventory this gets really dibilitating and tedious, it spoils user experience having to drop a fence,
dismount, leash horse, leash to fence, change hotbar (available) items, unleash, mount, collect fence every time you need to
access an inventory item that is not already in your hotbar.
Pre 16.x you could just open your "player" inventory and change the hotbar contents, and carry on.

EDIT: Found classic UI in settings, problem solved assuming this will be an option in released versions.

This is working as intended. You can access your whole inventory via the [...] button, which includes the items in the hotbar. If you wish you can use the PC inventory gui (currently available for beta builds).

This is clearly NOT a duplicate of MCPE-17993.
MCPE-17993 suggests the players inventory should be accessible rather than the horse.
This issue highlights the missing hotbar section in the Horses UI, NOT a need to open the players inventory rather than the Horse!
Please reopen and bring MCPE in line with the mainstream version as described here http://minecraft.gamepedia.com/Horse
