 Description

*When I try to place a torch on top of a block and if there is a block next to it, the torch will be placed on the side of the block that was next to it.
*What I expected to happen was that the torch would be placed on top of the block not next to it.
what I thought should happen was that the torch should have been placed on the the block

*What actually happened was, the torch was placed on the block that was next to it
Describe what happened here

Steps to Reproduce:
1. Place a block next to a block which is one level higher than the other
2. Try to place a torch on the block which is one level lower than the other
