 Description

The MCPE counterpart to MC-107783, which was marked as WAI.

Observers in the Java edition only output a signal strength of 1, whereas MCPE observers output a signal strength of 15. I personally think that a signal strength of 15 would be more useful, but whatever turns out to be the intended behavior, this is definitely an inconsistency that could easily be resolved.

Will MCPE observers be changed to output a signal strength of 1 like the Java edition observers, or was the "WAI" label on the aforementioned Java edition issue a mistake like with MC-107749? (See this comment)

As with MC-107749, MC-107783 was incorrectly resolved.
