You should be able to place more torches by clicking against another torch. Steps to Reproduce:
In PC/Java you can place torches in the manner described, but not in Pocket Edition. Please see the attached files to see the differences - And take note of the crosshair position ( Edited by Mega_Spud ) Original description:

I am afraid I can not reproduce this issue. I can place torches on either side of the fence while shifting. Please provide a step by step repro and screenshots. |

No, If theres 2 fences next to each other and theres a torch on 1 of them and you shift click on the torch the torch will not go on the fence! (The Issue before was due to a server glitch) |

Do you mean that you can not place a torch on a fence when you are shifting? |
