It could be intended, however whilst testing out husk and stray spawned eggs I found that once the husks and zombies targeted a villager they would keep going after that same one even if there are others nearby. After re-logging into the game the group split up and started following nearer villagers then continued to ignore others again. So simply, they only update to the nearest villager when entering the game. Edit: |

This behavior is works as intended. This is how it works in the Java edition, and is also how many other mobs behave... they find and pick a target, and they pursue it until it is killed or they lose track of it, ignoring other potential targets in most cases. |
