With the release of the Friendly Patch, Xbox Live integration was added to various devices, along with updating current Xbox Live enabled versions like the Windows 10 version, allowing crossplay between said devices. However, the Minecraft PE version that is playable on Windows Phone, while it did receive the update, it is still lacking the Xbox Live Integration. |

As zebulanstanphill@gmail.com said, the Windows Phone 8.1 SDK doesn't support Xbox Live. |

The Windows Phone 8.1 SDK doesn't support Xbox Live, and it is therefore impossible to have Xbox Live on Windows Phone 8.1. See official dev comment here: https://www.reddit.com/r/MCPE/comments/4mteac/015_xbox_live_achievements_on_windows_phone/d3yh03y So unfortunately, this is not a bug. |
