 Description   

Following this principle to sort items: http://minecraft.gamepedia.com/Tutorials/Hopper
.. the sorter is failing to pass items through the "filter" of the hoppes.

The expected behavior is that if a hopper provider enough power (middle level of hoppers), when there is more than 22 items in the hopper the torch below the lowest hoper level will be turned off and the item is allowed to pass through.
Due to the latest change 0.14.2 this is not happening anymore.
It seems that the item movement horizontally is so fast now that only one or sometimes every second item will pass through the filter and the rest of the items will continue horizontally through the hopper chain (top level of hoppers).

Thanks for reporting, but the problem you are facing is a consequence of a known bug: MCPE-14075
