This is still a problem in ios (ipad air) - I have a few redstone-based games and the repeaters, when fully pulled back, do not work when i re-load the game. the repeaters look fully pulled back, but they don't have the delay....I have to go round and pull them all back again, which is a right pain as i get better at redstone and my creations get more complex.

Confirmed in 0.14.0 alpha. An activated, but not powered, locked repeater becomes inactive when the world gets reloaded.
