 Description   

When you put a item that you can only hold one of into a dropper and use a comparator, the comparator puts out 3 redstone signals per item.

Yes, azelef is right. This is "Works as Intended".

I don't think this is a bug. The comparator's output is based on the number of stacks in the container, not on the number of items, so one non stackable item will have the same output as a whole stack of items.
