I'm not sure if this is intended or not, but it doesn't seem that way to me. Comparators give no signal to minecart inventories (Hopper, Chest) |

In order to measure those containers, you need to place a comparator in front of a detector rail, and then put those carts on top of the rail. If you did that and still no signal, then that would be a bug. |

I think you mean, items inside Minecart with Chest, and Hopper do not give any power to comparators? |
