Affects 0.13.1 This bug means that ladders can't be placed on blocks when certain other blocks are placed adjacently. The problem persists even when the adjacent block causing the problem is removed. For example, if an upturned stair block is placed next to a cobble block, a ladder cannot be placed on that cobble on any face, even after the stair block is removed. See attached images for examples. The list of blocks that I have found that cause the affect are as follows:
