Confirmed on Samsung Galaxy S4 Active Android 5.0.1 MCPE 0.13.0. Redstone dust that is on top of a block fails to power blocks that are immediately adjacent to the dust. However, connecting that redstone dust to more redstone dust works as expected. Redstone blocks appear to power blocks and dust correctly in all directions. Example steps to reproduce in a new creative flat world:
Notes: you can replace the lamp used in the example with tnt, powered rails, or other things and get the same results. I tested all 4 directions around the dust on top of the redstone block and get the same results. Update: redstone dust below the redstone block suffers the same problems.
