A fix for this issue will be implemented in the future release. I am afraid that we do not have a date for this update at the moment. Please, do not report this issue for 0.13.0 anymore.

Confirmed for Minecraft Windows 10 Edition version 0.13.0. When your playing in a world just type "T" to open chat and it will write T in the chat that opens.

I can reproduce. I tested twice due to I had seen sometimes controls are slow to respond. As soon as I hit t to chat it placed a t.
