Confirmed on Samsung Galaxy S4 Active Android 5.0.1 MCPE 0.13 build 5. I even tried on hardest difficulty just in case Lily pads had gone hostile on us. They do appear in terrain that was generated prior in 0.12.3. Can't say when they stopped generating, sorry. It also does not appear that the lily pads are being rendered incorrectly - I ran through a bunch of swamp where I knew there should be lily pads, and I did not walk over any "invisible" lily pads.
