Redstone repeaters will sometimes stay activated/deactivated even when a redstone signal starts/stops. This has happened nearly every time I have updated a redstone signal. It doesn't seem to be happening at random, but not just to a single repeater either. There seems to be an area in which this is most prone to happen. |
