I don't believe this should be classified as a bug. The reason it isn't there is because you can change the texture pack in-game whether you are in singleplayer or multiplayer in the most recent snapshot(13w03a). There isn't really a need for it to be on the main menu any more, because that means the user would have to exit their game to go back to the main menu, which is one of the reasons why they moved it to the in-game menu. |

This isn't a bug. In 13w03a, texture packs have been moved to the Options menu, and you can switch them in-game! |
