There seems to be multiple issues here. The "Killing yourself doesn't work immediately after spawning" was fixed some time ago, I don't know for when. The the command doesn't let you specify a player, that's intentional. The usage does not say that you can give it a player. |

In multiplayer a normal player without op rights, can't kill himself. When you use /kill it always says: You have no permission to use this command. If you have op rights (ops.txt) and be in survival, you can kill yourself. A normal player should can kill himself. |

You can't specify player to kill in vanilla. Maybe you were confused by bukkit, where you can do that. But yes, it's slightly buggy. It doesn't kill you if you type it within few seconds after respawning or taking damage. |

Typing "kill <playername>" at the server console should kill <player> not the console ! |

/kill kills the player who used it. You can't kill other player with it. Typing it from a console would kill a console, which doesn't make much sense, so I don't think it's a bug |
