This is definitely not resolved. From the multiplayer server console:

I've created a server with the snapshot 13w02b. Then I walked as a normal player a 100 blocks from spawn away and try to kill myself /kill and it came YOU DO NOT HAVE PERMISSION TO USE THIS COMMAND. (Sorry for the capital.) This is so a long time now and very annoying (When you fall in a hole and don't get out). I've used minecraft_server.exe The client and server are on the same computer, so I used localhost.
In my opinion a player should have the possibility to kill himself, also if he is not an op. As an op I can kill myself, what is the sense of this, when an operator could kill himself and not a player.

So please reopen and look at it or should i create a new error? Thank you very much. (Sorry for my english).

There seems to be multiple issues here.

The "Killing yourself doesn't work immediately after spawning" was fixed some time ago, I don't know for when.

The the command doesn't let you specify a player, that's intentional. The usage does not say that you can give it a player.

In multiplayer a normal player without op rights, can't kill himself. When you use /kill it always says: You have no permission to use this command. If you have op rights (ops.txt) and be in survival, you can kill yourself. A normal player should can kill himself.

You can't specify player to kill in vanilla. Maybe you were confused by bukkit, where you can do that.

But yes, it's slightly buggy. It doesn't kill you if you type it within few seconds after respawning or taking damage.

Please read the description. The kill command has a usage which should allows its use from the console (specifying which player to kill). In addition, doing /kill as a normal player is extremely buggy and rarely actually kills the player, just displaying their death message and leaving them alive.

Typing "kill <playername>" at the server console should kill <player> not the console !
Typing "/kill" ingame should kill yourself.

/kill kills the player who used it. You can't kill other player with it.

Typing it from a console would kill a console, which doesn't make much sense, so I don't think it's a bug
