 Description   

I'm trying to set up a TNT minecart to fall from a cliff, but it explodes the same instant it derails, no matter if I activate it with activator rail or not.
Expected behaviour: not blowing up when derailing into a fall, atleast when it is legitimately primed with activator rail (see similar behaviour of TNT).

Currently speed/momentum doesn't seem to matter. It's hard to figure out what kind of behaviour is really intended for these minecarts, because it doesn't make sense as of now, so it is our job to report any issue that feels buggy/wrong.

I think this works as intended because they should explode whenever they are derailed and has an enough speed/momentum, no matter they are activated or not.
