 Description   

I jumped into the water while passing by a swamp biome. The water was only 1 block high. When I landed in the sand below the water, the "splash" sound disappeared and instead the sand one played.

What I expected to happen:
Both water and the sand sound effects were supposed to play.

What actually happened was:
The water sound doesn't play at all and instead the sand one played.

Steps to reproduce:
1. Find shallow water (1 block high)
2. Jump into the water.
3. When landing, hear the sound that plays.

Note: It also happens with any other block that is below sand. Like dirt, gravel or any other block.

Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
