Rotating on torches is because of torches are blocks, but not whole blocks, so anvils fall through them. I thing this is a bug because anything not should just falling through blocks, they should break the anvil or the anvil should break the torches. And because of torches are block and that is causes anvil is rotating, they are rotating while falling through SIGNS, and levers. |

The torches aren't the source of the problem, its how a block works while switching into a falling entity, the block doesn't retain its rotation data. |
